Kisii County assembly Speaker Kerosi Ondieki has advised Gusii County assembly members to read and understand the house standing orders in order to effect the rule of law and mutual understanding.

He said that there has been tendencies of MCAs ignore house rules to suit their attitude and personal behaviours, which is against the law and out of order.

“It’s very ridiculous for MCAs to keep quiet for so many seating’s when the electorate has faith and knows that their issues are being addressed by the members they elected to the house,” said kerosi.

According to kerosi, it is common knowledge that leaders should be in a position to address issues as per their electorates but to a big percentage its not usually the case as the members tend to handle their personal issues first and his or her owner relatives.

Fred Menge, a Member of county assembly from Nyamira attributes the delay to table potential motions to the fact that many of elected members were used to the old mode of airing their views and devolution seems to a very big challenge.

“You see in the house we normally use one language, either Kiswahili or English and to many its poses a challenge that overcoming it takes some time to soul search and indicate the essence to regular contributions,” lamented Menge.

According to Menge, MCAs should be allowed to different sessions and that be having an open link and room in the county assembly to watch how national and senate debate about potential issues in order to gain more posses.
