Kisumu County Governor Jack Ranguma has noted that the construction of county roads has not been devolved.
Ranguma said county roads are in pathetic conditions, and the county is forced to channel some funds for the construction of those roads.
He said funds that were meant to uplift small scale business people in the county have been re-directed to the construction of the roads.
“I have been using funds from other sectors to improve on our roads because roads are still not devolved,” he said.
He said parliament has refused to devolve county roads, noting that the council of governors has moved to court to have those roads devolved.
Speaking in Nyando constituency during a public forum at Ahero Multipurpose, Ranguma said they need roads fund to enable them open up village roads.
However Nyando MP Fred Outa has maintained that county roads is devolved, and funds for their construction channeled to the counties.
Outa said he is shocked to learn from Ranguma that county roads have not been devolved.
“The county government has been doing roads with which funds if roads are still not devolved, we need an audit,” he said.
He said there is a lot of road construction ongoing across the county, and wondered where funds are coming from.
The MP said there is a location for roads and the county government should not good wink the public that roads are not devolved.
