The Kisumu County Public Service Board plans to harmonise salaries for its workers.

Board chairman Eng. Nahashon Oguya said there are two caders of workers in the county whose pay must be harmonised.

Oguya said salaries for the workers from the defunct municipal and county councils and workers devolved from the national government must be harmonised.

“As a board, we must ensure that there is no discrimination in payment for the workers from the defunct councils and those from the national government,” he said.

He said the intention for the harmonisation has been proposed in the public service board strategic plan that will run from 2015-2019.

Speaking at Tom Mboya Labour College in Kisumu during a public forum on the strategic plan, Oguya said to reduce or eliminate differences between categories of employees, there is need to harmonise terms and conditions of employment.

He says harmonisation is more likely to lead to an improvement in terms and conditions rather than reducing them.

“This will not only make an employee pay and benefits seem fairer but also help to ensure the pay and benefits system is not unlawfully discriminatory,” he said.

The chairman said part of the contribution for the strategic plan is to ensure the board strengthens its secretariat to be able to deliver for the public.

Oguya said currently they have a thin secretariat that is not able to cope up with the magnitude of work at the board.

“Our secretariat must be strengthened and I am happy that this is a contribution from a member of the public who has observed and seen the shortfall in our secretariat,” he said.
