An Anti-Corruption Court in Nairobi freed ex-National Youth Service (NYS) deputy director general, Addan Harakhe, and former Ministerial Tender Committee chairman at the Devolution Ministry Hassan Noor, Monday.
They were freed on a Sh1 million cash bail each, with an alternative bond of Sh3 million each.
The two were arrested by detectives from the Ethics and Anti-Corruption Commission (EACC), Monday morning, and arraigned in Court.
They pleaded not guilty to economic-related crimes, which include deliberately failing to comply with the Public Procurement and Disposal Act, and abuse of office, before Senior Principal Magistrate Felix Kombo.
Harakhe is accused of abuse of office, by unlawfully conferring a benefit to Blue Star Enterprise to wit over Sh47 million by executing a local purchase order for supplying automotive engineering training material to NYS.
It is alleged the offense was committed between March 3, 2015 and April 10, 2015.
Noor is alleged to have failed to abide by the Procurement Act, after he approved use of restricted tendering method for the procurement of training materials in the automotive engineering faculty.
The offense was allegedly committed on December 16, 2014.
The two are among other 24 officials linked to the Sh1.8 billion NYS scam at the Devolution Ministry.
A warrant of arrest had been issued to the two, after they failed to appear in Court last week.
