Governors have been urged to observe the Employment Act, 2007 and other Human Resource guidelines while terminating and recruiting staff.
The ministry of public affairs through a letter to the Council of Governors, Public Service, Youth and Gender Affairs Cabinet Secretary Sicily Kariuki said that there has been an arbitrary dismissal of workers after new governors resumed office.
Kariuki said unfair treatment of employees is not only disruptive, expensive and potentially counterproductive but also against the Constitution, Labour Laws.
“It is appreciated that the new county leadership is keen and under pressure to make their respective public services more effective and efficient, to enhance service delivery.
“The Constitution empowers county governments to make, and effectively manage, their human resources but it should be within a framework of uniform norms guided by relevant legal provisions. Similarly, the Constitution provides workers.
After new governors resumed office, concerns had been raised over the firing of county staff as 'revenge' to predecessors.
