The Ethics and Anti-Corruption Commission (EACC) investigating team that arrested Kimilu were acting on a complaint that had been filed by a matatu operator before getting a hold of an officer in Garissa County.

According to a source working with the Daily Nation, the said police boss was reportedly found with treated currency notes amounting to KSh 17,000.The complainant in the graft case had delivered the cash to the officer for a favor after his matatu was impounded along a North-Eastern road over a traffic offense. The arrested officer opted to take the incentive so that the matter would end there as opposed to a court proceeding to charge the accused.

The anti-graft detectives that nabbed Kimilu were also on a mission to investigate a similar incident that had been reported in Haghadera and Dadaab.
