Children Officers across the country have been urged to ensure that foreigners working with children in the country have work permits from their home countries.

This was said by Kenya National Council for Children Services director, Ahmed Hussein, who noted that some foreigners are involved child trafficking.

Hussein said the move is aimed at addressing cases of defilement or trafficking of children occasioned by foreigners who run some of the children homes and orphanages.

He said the government is strict on that directive and no foreigner will be allowed to run an orphanage home in the country before producing a criminal track record from their home countries.

Hussein said that there is a concern that young children offenders who enter the official criminal justice system will be disadvantaged for the rest of their lives and become more likely to resort to criminal activities in the future.

Hussein further announced that they have introduced diversion of children, a central feature of the new child justice system.

Diversion of children is in the revised Children Act but has not been enacted into law; however it is in practice already.

He was speaking in Kisumu Central Police Station Protection Unit where he said that young children who have been accused of crime are often diverted out of the official criminal justice system.
