Kwale County. The Council of Governors (CoG) is holding its second Governor's Induction Conference starting December14th to the 17th. The Conference is being held in Kwale County.The conference aims to induct the Governors and Deputy-Governors into their offices. At the end of the conference the Governors and Deputy-Governors will understand the following:-1) Intergovernmental relations. This is to appraise the Governors and the Deputy Governors on intergovernmental relations structures, their respective mandates and the challenges that have been faced in the intergovernmental relations in the past four years.2) The Governors will be inducted on managing human resources function for effective and efficient service delivery. This specifically seeks to help them understand the roles and responsibilities of governors and other enablers in the management of human resources at the county level.3) The Governors will be taken through Public Finance Management function so that they may understand the framework for equitable distribution of revenues between the two levels of governmen, and management of resources to enhance the principles of devolution4) The Governors and Deputy Governors will be taken through County planning and performance management for effective and efficient service delivery with the objective of sharing knowledge on the centrality of citizen-centred county planning and performance management function for improved service delivery5) The role of the Development partners and the Private Sector in devolution.6) The leadership will understand accountability, oversight and good governance. The Governors and deputy governors will be appraised on the roles of the various institutions in enhancing governance and accountability in County Public Service.7) The Governor's and Deputy Governors will be taken through the importance of Leadership and Integrity as envisaged in Chapter Six; enhancing Institutional Collaboration with the objective of examining ways for entrenching the values of leadership and integrity in county structures and processes.
