Kisumu Deputy Governor Ruth Odinga has called for the devolution of some education functions to the counties. Odinga noted only early childhood education was devolved yet primary and secondary education remained with the national government. She said infrastructure in most primary schools is pathetic yet the national government is doing little to improve on it. “Our schools are in a pathetic condition and there is nothing we can do as the county government since the funds are still being held by the national government on account that such functions were not devolved,” she said. She was speaking at Kasagam Primary School on Friday within Nyalenda slums when she distributed schoolbooks. Odinga said most schools within Kisumu city have asbestos roofs that pose a health risk to the pupils and the county is unable to replace them since funding is with the national government. She said Kisumu County Assembly has passed a Bill outlawing use of asbestos and calling for their replacement in all buildings. Odinga said such a bill will compel the national government to make the replacement since such functions are with them.
