The IEBC has been urged to declare President Uhuru Kenyatta the winner after the repeat presidential poll.
Former Police IG David Kimaiyo said doing so will cool political temperatures in the country.
Kimaiyo said wait to hold elections in the four counties of Siaya, Kisumu, Home Bay and Migori will not change anything.
"I ask IEBC not to waste time. Declare Uhuru Kenyatta President so that swearing-in plans begin," Kimaiyo said.
IEBC suspended polls in the four counties after chaos rocked them.
This is after NASA leader announced that his supporters boycott the repeat poll.
Speaking on Sunday at Elgeyo Marakwet, Kimaiyo there is need for children sitting their national exams to be given a conducive environment.
"Our children will start their KCSE exams on Tuesday. We want them to write their exams in a peaceful country," he said.
He added: "The declaration of a substantive president should have been done 'like yesterday'. This country should move on."
