Six months after her controversial resignation from electoral body IEBC, details of ex-commissioner Roselyn Akombe's explosive 'End of Assignement' report have emerged.
Just after seven months in office, Akombe downed her tools following nullification of August 8 presidential elections, pointing fingers at external forces over tribulations in the commission.
"Due to external interference, I find working in the commission increasingly difficult. Commissioners are coming to plenary with preconceived opinions," she stated.
Last week, three more commissioners; Paul Kurgat, Margaret Mwachanya and Connie Maina also quit in what they called lack of leadership by chairman Wafula Chebukati.
But an explosive report by Akombe unearths irreconcilable differences in the commission, pointing out poor working relationship between the commission and secretariat.
"Ezra Chiloba kept commissioners in darkness on procurement. His handling of technology aspect was suspicious," she states.
The former commissioner adds: "At Bomas, transmission of results was delayed for three hours and suspiciously, the margin between Uhuru Kenyatta and Raila Odinga was constant."
Further, Akombe accuses Chiloba of deliberately delaying procurement of ballot papers adding that commissioners were held captive by the secretariat.
In her recommendation, Akombe adds, parliament should move with speed and scrap the secretariat and in addition, give the chairman veto powers.
