Deputy President William Ruto has opposed the call by opposition leader Raila Odinga to create a 3-tier government.
Addressing leaders at the 5th Devolution Conference in Kakamega County on Thursday, Ruto argued that the move is meant to take power away from counties.
Raila on Tuesday told the same conference that there is need to create a 3rd government to ease development in the country.
If the system is adopted, the country will further be divided into 14 regions making the 3rd government after the National and county governments.
This directly indicates that the citizens will cough more of their taxes to pay state officials.
The Deputy President is the last high profile government official to address the conference after the opposition leader Raila Odinga and President Uhuru Kenyatta addressed the leaders previous.
