Speaking to Citizen TV on Monday evening during an interview, Odhiambo said that she did not see much 'enthusiasm' on the part of Duale to see the bill passed as he does when it comes to other bills dear to him.
She said that Duale as the majority leader of the coalition with 'tyranny of numbers' could have whipped enough members from Jubilee and have the bill passed.
"Despite convincing men to support us, even organizing for dinner, we did not manage. There was a lot of dishonesty especially from the side of male legislators. As women in parliament, we did a lot of lobbying but it never worked. But even though the 11th Parliament did not pass the 2/3 gender law, I can say we made progress," said Odhiambo.
Odhiambo added that though she is a member of 11th parliament, she does not support its stand on the gender rule while asking IEBC to prepare to go to court on the same matter on August 9.
"The number of women who will be elected in the August 8 polls will not be enough and it will be a matter of contest before the courts which Iebc shoul brace for," she added.
