Pastoralists cannot talk of marginalisation whereas the central government has spent 200 billion shillings for development in the last five years. We would not be hearing of water problems if the county chiefs spent the cash well.'' Duale said according to the Daily Nation.He said that the leaders from pastoral communities did not have the moral justification to complain about marginalisation as funds allocated to them could not be properly accounted for.Duale spoke during the Pastoralists Parliamentary Group (PPG) meeting in Mombasa at the Nyali Sun Beach Hotel.
