House Majority leader Aden Barre Duale has said that it was impractical to effect the two-thirds gender rule within 60 days as required by the Kenyan constitution
He further adds that the only way is dissolution of the house as directed in a ruling by the High Court on Wednesday afternoon.
"The House has tried severally to implement that rule. We work through procedures and any other Bill must undergo all processes before it gets the required approval by MPs," he said.
"The gender Bill has been done in more than three key stages but its approval has never been achieved. The national assembly has done its part and nobody can manipulate it otherwise. The next and only option is for the parliament to just start the process afresh," added Duale.
"The courts want to intimidate the Legislature which is an independent institution and we shall not work at the will of any other institution including the Executive. If that becomes the case, then our courts can turn themselves into a legislature and start to implement the two-third gender rule as it demands," he added.
He says the 60-day ultimatum was absolutely impractical since any constitutional bill must bear fruits at least 90 days under normal conditions.
Duale faulted the judge for contradicting himself.
"If the Judge thinks we can do any constitutional amendment bill within the 60 days he has indicated, then it won't be a Kenyan law."
