Garissa Township MP Aden Duale has asked Deputy Speaker Joyce Laboso to issue a ruling in the House on whether it is procedural to make amendments to the report that was finalized by the joint committee.

The contention lies on the MPs' proposal to effect amendments contained in the recommendation report that seeks to address party hopping. 

Duale told members of parliament supporting party hopping to be brave politicians who can contest as independent candidates upon losing in party primaries.

"As Jubilee party we do not believe in the idea of party hopping, we don't want to be part of it or entertain it. If you have a feeling that TNA, URP or ODM will eventually rig you out in the party nominations, you can opt to stand on Mashinani party," he said.

Duale says the report should be adopted in its original state so as not to interfere with the House business calendar.

The new developments emerged after MPs defied calls by President Kenyatta and Cord opposition leader Raila Odinga by raising proposals to amend clauses on party hopping.

However, the majority Leader and his minority counterpart Hon Francis Nyenze successfully rallied for the postponement of the party debate after realising that legislators were planning to make more changes on the report.
