The Elections Act and constitution prohibits Cabinet Secretaries from politicking but majority of the pioneer CSs have violated these provisions passionately. 

They have violated the vital neutrality requirement and worship their political masters. Their actions have been supported by Parliament Majority Leader Aden Duale who believes they are Jubilee appointees hence they aren’t wrong to campaign for President Uhuru Kenyatta.

“The ministers were appointed by Jubilee and they are campaigning for Jubilee; is there anything wrong with that?” Duale asked.

Led by Interior Security Cabinet Secretary Joseph Nkaisery, Uhuru’s Cabinet has invested some reasonable time in drumming up support for Jubilee in their places of origin. Nkaisery has traversed Maasai land urging residents to re-elect UhuRuto and at times threatened opposition. His Education counterpart Fred Matiang’i is another victim who said if Kisii’s do not vote for Jubilee then his job is at risk.

State House spokesperson Manoah Esipisu also defended the CSs actions.

State House Spokesman Manoah Esipisu says the ministers are out there telling Kenyans what the government has done as part of the accountability question, as Kenyans expect them to tell what the administration has done as required by law. He says this should not be equated to campaigns.

“Secondly, they are ministers because they were appointed by the President and they are agents of the President who inform the public on the progress of implementing the key promises that the government gave during campaigns,” Esipisu said.
