Maalim has said that Duale who also serves a National Assembly Majority Leader has together with Jubilee residents failed Garissa residents and it is high time he was retired.

"After I was rigged out in 2013 General election, I had decided to take a break politics for sometime away from politics and I was not even going to contest for any electoral seat in this election.

"I wanted to concentrate on my business and perhaps go back to school but Garissa residents, religious leaders and elders pressured me back to politics," Maalim told NTV on Monday during an interview.

He added that it took him nine months to decide to run for Garissa parliamentary seat.

Maalim said that under Duale's leadership as Garissa Town MP, the constituency has suffered several problems including extra-judicial killings more than ever before.

"We are still being treated as second class citizens in the pretext of fighting terrorism. Police has been harassing many local residents. We cannot have government behaving like a mafia or a rogue militia," said Maalim.
