According to the vocal lawmaker, a member of President Uhuru's closely-knit inner circle, there are certain issues which remain out of bounds in the proposed national dialogue.

''I have no instructions as the Leader of the Majority on what to do. We are not going to talk about electoral justice. That should be very very clear. We are not going to talk about changing the system from presidential to parliamentary. That will involve a referendum because we don't want to put the country into an election mood. We want the country to be stable. We want the president and the Jubilee to be given the opportunity to implement the four point agenda. So I can tell you without fear of contradiction that we will not discuss the creation of more position,'' Hon. Aden Duale said.

He was speaking in his office to a mainstream television station.

Duale said that the focus would be on development and facing the bewildering array of challenges bedeviling the country.

Raila had indicated that issues of electoral justice had topped the agenda in his closed door meeting with President Uhuru Kenyatta.
