Devolution Cabinet Secretary Eugene Wamalwa was expected to meet with ODM party leader Raila Odinga Wednesday in regards to the upcoming devolution conference in Kakamega County.
Mr Wamalwa who is in charge of a team of technical officials from his ministry was to meet Odinga at his Capitol Hill office.
The CS was to be accompanied by Kirinyaga Governor Anne Waiguru and Jubilee deputy chief whip in the Senate Irungu Kang'ata.
The agenda of the meeting was to brief Mr Odinga on the planned devolution conference.
Following the unity deal between Mr Odinga and President Uhuru Kenyatta on March 9, the ODM leader brought together MPs allied to his party to support the government's Big Four agenda in Parliament.
The devolution conference is being held during a sharp division between the Treasury CS Henry Rotich and the governors over the county governments expenditure.
However, the meeting failed to take place after it emerged that Wamalwa had an emergency in Nakuru.
