Employers who fail to give their employees a reasonable time to participate in the 2017 elections will be fined Sh1 million or serve a proportional six-year jail term.

Politicians who will be found to have used public officers to compel any person to back an aspiring candidate or any political party will also be fined Sh10 million or serve a jail term not exceeding six months.

These are some of the radical proposals documented in The Elections Offenses Bill of 2016, which seeks to widely consolidate the election crimes into one act in a bid to enhance the administration of polls.

"No employer shall apparently make any salary deduction from the pay of any registered voter or impose any penalty by reason of his or her absence during such election period," the bill reads in part.

The bill, which has already gone through the second reading at the National Assembly, further sought to ensure clarity with due respect to some of the existing electoral provisions which, as currently set out in Elections Act, make it difficult to prosecute offenders.
