"I am also a leader in a marginalised constituency and I support the amendments. The monies this legislative House allocates even those for devolution is being stolen. Let the CDF funds be equally shared because it is the only funds that anyone can visibly see," said Duale.

The MPs deleted the section that stated the budget ceiling for all constituency shall be three-quarters of the total amount specified in law and is to be shared basing on constituency poverty index.

Without the amendments, poor constituencies would have ended up with a greater allocation of CDF money than the richer ones. However, with the Sh6 billion Equalisation Fund already in the law, there were several concerns that some counties were getting a greater share than others.
