School heads, management committees, and suppliers have been accused of the failure to achieve the 1:1 book to pupil ratio, a new report has revealed.
The report by the EACC has revealed massive irregularities in the procurement of textbooks in public schools. According to the report, heads of schools play the key role in the racket.
Recently, education CS, Fred Matiang’i revealed that despite the allocation of sh10 billion to books, many public schools lacked enough textbooks. The fraud in textbook procurement ranges from forged signatures, delivery of phantom books, overpricing and single sourcing of suppliers by instructional materials selection committee at a school level.
"In some cases, only heads signed order forms issued to suppliers. A difference in member signatures could be indicative of forged transactions and non-involvement of other members," stated the report.
The report further revealed that school heads identified suppliers without involving school tender committees.
The EACC, therefore, recommended that education PS, Belio Kipsang in collaboration with other agencies, institute investigations on signatures and take action on those found culpable
