Members of the County AssemblyCounty Executive members presentInvited GuestsLadies and GentlemenI wish to take this early opportunity to congratulate all honorable members for being elected and nominated to the second assembly of Kwale County. This is a clear demonstration of the people’s confidence in your leadership abilities. It is also an open testimony of the people’s belief in your individual but also collective development agenda. I commend all of us, including our opponents, for conducting ourselves maturely, and with high level of decorum in delivering a peaceful election.For the honorable members joining the Assembly for the first time, you will appreciate that Kwale County has in the last term, laid a firm foundation for takeoff, as a leading economic powerhouse in the region. We have achieved tremendous progress in all sectors including but not limited to education, health, infrastructure development, water services, agriculture and trade, among others. In education for instance we have supported over 2900 students in national schools, over 700 students in universities through our scholarship program. We also have over 50,000 students who have benefitted from the bursary awards across the country. This term we intend to expand the scholarship and bursary program by doubling the number of beneficiaries.To further improve infrastructure development we will work with the national government to ensure the completion of Samburu-Kinango-Kwale and Lunga lunga –Vanga upgrade to bitumen standards. Mariakani-Kinango- Lunga lunga road, Kanana-Shimoni road are at various stages of procurement for upgrading. Work on the Mwabungo-Shimbahills- Kenya Loma road has started using the new NANO-Technology being introduced in Africa for the first time. Further we are working with the national government to complete the upgrading of Ukunda airstrip and the commencement of construction at Shimoni port.With the enormous resource base at our disposal, we can easily upscale our transformation agenda by enacting enabling legislation that shall stimulate economic growth, create wealth and employment. However, this dream will only become true if we embrace unity of purpose irrespective of the parties that sponsored us to this honorable house.The two arms of government are not in competition, rather they should work together. I understand the County Assembly has an oversight role and a legislative mandate. This oversight should thus enable progress not acrimony. The executive is equally expected to expeditiously implement development programs and policy agenda.Let me remind all of us that the mandate and responsibilities bestowed upon us is of service delivery to citizens in our different capacities, our best performance in meeting the desire of our people will hence quench their thirst for development as well as improve their livelihoods.More emphasis now will be redirected to further stimulating prosperity in all sectors putting in mind the incredible foundation we established in our first term. This is a vision that we should embrace even as you play your oversight role in this honorable house.Ladies and gentlemenIt is paramount to note that Kwale County has continuously been rated the best in implementing public participation, I ask honorable members to adhere to this core ingredient in development and act in the interest of the public for this government to collectively deliver the expectations of our citizens. As I conclude let me once again remind all of us that county governments are a creation of our constitution. It is therefore our collective duty as elected leaders that our decisions be guided by the constitution that we swore to defend.
