The Garissa County Assembly’s rejection of the Sh7 billion 2016/17 budget is feared that it will hurt the livestock sectors.
This is according to the Kenya Livestock Marketing Council chairperson, Dubat Hamey.
Addressing the press in Garissa town on Tuesday, Hamey, who also happens to be the Kenya Farmers’ Federation Union vice chairperson, appealed to the MCAs to allocate a contingency fund to facilitate smooth running livestock sector or risk famine.
‘'There are all indications that there will be drought and disease outbreak, and with this budget rejection there shall be no way to avert the shortcomings,’’ he said.
‘'Ward reps should not sacrifice local residents because of the differences they hold with the executive,'’ he added.
Eighty percent of Garissa residents earn a living from livestock farming, and the sector might crumble if the government does not offer them assistance.
Hamey further allayed his fears that county operations were on the verge of collapse.
The county MCAs last Thursday rejected the proposed 2016/17 budget, claiming it never captured important aspects, including paying hired contractors.
The MCAs also stated the budget estimates never adhered to the ceiling adopted by the assembly in the County Fiscal Paper as demanded by the Public Finance and Management Act.
