The Electoral Risk Mapping report by the IEBC has revealed that Garissa County is among the 17 hotspot zones that the commission has since identified.

The findings allege that Garissa, Marsabit, Wajir, Mandera and Isiolo are counties that have recorded high number of conflicts. The cited conflicts include armed cattle rustling, violent terror attacks, ethnic clashes, robberies and agro-pastoralist feuds.

The June analysis on threats and trends of insecurity to the electoral process in counties further showed Turkana, Laikipia, Samburu, Nyeri, Kiambu and Kilifi counties as having recorded an average number of conflict incidents.

However, the commission’s public affairs and communications manager, Andrew Limo, issued that they had already met various stakeholders to discuss ways of dealing with the threats to ensure the election process in all the 47 counties run as expected.

Limo said the Electoral Risk Management Tool was developed in conjunction with International Institute of Democracy and Elections Assistance, and would be used to highlight risk factors that apply to electoral context to offer swift prevention and mitigation measures.
