Garissa County government has once again been mentioned by the office of the auditor general over suspicious projects transacted during the 2015/16 financial year.
In the report, the county government spent Sh60,757,971 on procurement of emergency fuel subsidies, Sh4,732,300 on tyre procurement, Sh24,946,080 incurred on water trucking and Sh24 million that was paid to officers attending seminars and workshops outside their duty stations without any documentation.
“There are no supporting documents as bus tickets or invitation letters that were attached to the the alleged payment vouchers. The nature and conclusive purpose of the said journey made by the county officers were also not specified, while some other officers collected money on behalf of others without any legal authority,” the report reads in part.
According to auditor General Ouko, the county paid Sh50 million to a company known as the Fatco to prepare its Spatial Development Plan. However, the budget that was part of a Sh172 million contract, which had been paid three months in advance before the official commencement of the project.
“With regard to the forgoing, it was not possible to ascertain as to whether the county government got value for public money directed to project implementation and the expenditure of Sh5 million," the report added.
