Garissa Members of County Assembly (MCAs) have distanced themselves from the allegations that they were frustrating Jama's efforts to pay hired contractors.
According to Nanighi ward MCA, Mohammed Nassir their role is to appropriate and approve funds, while the rest is a reserve for the executive who awards contracts and even paying service providers and contractors.
“We do not handle any cash. The governor is the one who pays contractors,'' Nassir stated.
Garissa County government owes contractors close to Sh2 billion that has accumulated since the 2013-14 financial year.
Nassir further called for a thorough monetary audit to the county's expenditures.
Ijara MCA, Mohammed Abdullahi seconded Nassir's sentiments stating that “the county executive is suffering from systematic corruption scandals, poor governance and lack of discipline”.
Abdullahi wants Governor Jama to immediately pay the contractors.
However, the finance chief executive Aden Ahmed distanced the governor from the claims of incompetence noting the county pays contractors just after they receive money from the National Treasury.
