Garissa County Assembly members have shot down the SH7 billion budgetary estimates, saying the proposed allocations had failed to address important aspects regarding preparation rules.

The 48 members of the Garissa County Assembly unanimously voted against the 2016-2017 budget estimates both for the County Government and the County Assembly.

This now means that the County Government will have to operate without a budget until the estimates are reviewed and tabled again in the Assembly.

The MCAs raised concerns that the budget estimates never adhered to the ceiling adopted by the House as stated in the County Fiscal Strategy Paper as proposed in the Public Finance Management Act of 2012.

They further lamented that the county treasury never verified the debt which the county is owed by service providers and did not even submit it to the County Assembly for approval.

The matter was worsened by the failure of CeC finance in explaining why the resolutions on County Fiscal Strategy Paper were not adopted.

Speaking to the press just after rejecting the motion, Majority Assembly leader Hon Ibrahim Ali said that the House will not be used just as a rubber stamp by the county executive.
