Mr Moi said unless the MPs vote soberly during the debate in which the lawmakers are expected to introduce new clauses to the Elections Act, the country could risk going to the polls in 2017 with damaged laws which, pause a threat to the stability of the country.

"In today special sitting at the National assembly, unless the MPs act and vote soberly, the country risks going to the 2017 elections with damaged laws that will only create confusion and undermine the process and, ultimately, the outcome," Moi posted on his official Facebook account.

"Kenya cannot afford a repeat of 2007."

During the special House seating, the chairperson of the Committee on Justice and Legal Affairs, Samuel Chepkonga, will introduce new clauses to the Elections Act allowing the IEBC to come up with other ways besides technology to identify voters.

The MPs are expected to make major changes to the use of technology during general elections.

Ahead of the debate, heavily armed police officers blocked all roads leading to Parliament buildings forcing MPs to abandon their cars at Intercontinental Hotel.

No MP was allowed to drive into Parliament premises.
