Former NYS director General Nelson Githinji has revealed how former Devolution Cabinet Secretary Anne Waiguru gave him no room to run the programme independently.
While speaking before the parliamentary Public Accounts Committee on Tuesday, Githinji said that Waiguru always interfered with the programme and she did not give room for questioning.
He said that he had no involvement in the scam as he was among the first people to raise an alarm when he realized things were amiss.
"I realized there were huge amounts that had been withdrawn in a single day . Having known the consumption trend at NYS , I immediately queried the head of ICT and procurement over the matter," said Githinji.
He further revealed that Sh650 million were wired to IFMIS on May20 but were later mysteriously withdrawn on the same day.
The NYS saga resulted into the resignation of Waiguru from the powerful docket of devolution citing health problems.
Waiguru was absolved of any wrongdoing by EACC but was later implicated in the scam after a damning affidavit by NYS main suspect Josephine Kabura surfaced .
She is yet to be cleared.
