President Uhuru Kenyatta's former advisor has revealed a costly mistake made by the Jubilee administration during his first five years in office.
James Nyoro who was the former food security adviser in the Office of the President has exposed problems within the Agriculture Ministry. Nyoro says the ministry is struggling due to confusion created within the devolution sector.
According to Nyoro, the national government was still responsible for a lot of functions even after the Ministry had been devolved.
"Although agriculture had in theory been devolved, the national government still remained with a number of functions, creating confusion of roles," he said.
He spoke during a two-day conference which took place at KICD, and criticized the government for failing to come up with a concrete plan for the country.
At the moment Nyoro is the current Kiambu deputy governor and he was quick to note that government has not yet come up with a specific plan for the agriculture sector.
"When devolution was done, we did not particularly develop a master plan for the country so that the country could establish its own national targets for key food commodities," Nyoro said.
