The Council of Governors (CoG) now claims the national government has been pocketing donor funds meant for counties.
CoG chairman Josphat Nanok said many counties have been grappling with a shortage of funds, resulting to many projects slowing down or stopping.
"A huge portion of donor funds meant to support various programmes in counties are being utilised by the national government at the expense of devolved units," said Nanok, the Turkana Governor, as quoted by The Standard.
Speaking when he opened the sixth forum for constitutional and independent offices, Nanok called for policy to guide the flow of grants and donor funds to counties.
"A proper framework will mitigate conflicts when donor funds intended for devolved units are allocated to ministries," he said on Wednesday, at the function held in Nyeri.
The Turkana governor complained many projects in the regional governments have stalled due to inadequate allocation of resources.
"Counties receive a meagre budget, yet they perform most of the service-based functions," the county boss added, calling for increase of funds.
