The government will from 2018 start distributing text books directly to public schools.
This is a deliberate move that aims at locking out hundreds of cartels and middlemen that collude with school head teachers to siphon billions of shillings.
In the new plan, schools will no longer receive their capitation funds for purchasing textbooks starting January next year as free day secondary school education sets in.
The new distribution policy is set to open a row between the government and book sellers who stand to lose billions in the lucrative venture.
“I don’t think my conscience will allow me to live a lie and to see the kind of theft that has gone on in the text book racketeering in public schools system. We will fight it with everything we have,” Education CS Fred Matiang’i said.
