Nakuru Governor Kinuthia Mbugua is at cross roads after the county assembly of Nakuru failed to beat the June 30th deadline to pass the 2016-2017 budgetary estimates.
Although the budget committee headed by Elementaita MCA Moses Ndung’u is yet to finalize compiling the budget report over various queries raised due to shortcoming of the last budget, it has emerged that the budget might not be passed at all until governor Kinuthia Mbugua sacks the county secretary Joseph Motari, Public Service Chief officer Phillip Sigei and 180 staff hired irregularly as revealed by an adhoc committee adopted by the assembly on Wednesday.
Speaking Monday during a phone interview, Ndung’u said there were many loopholes in the county spending and not unless those accused of leading to loss of money from the county coffers are sacked then the budget will not be passed.
While citing various expenditures that he said do not add up, he said various development projects had been left hanging due to misappropriation of funds through a cartel of irregular hiring of county staff.
“Despite money having been set aside for civic education, persons with disabilities, gender mainstreaming, employment of ECD teachers and doctors among others, nothing had been achieved so far by the county government,’’ he said.
“The budget will not be presented for reading and debate in the assembly until the governor acts on the report,” he said.
