Sub-county, Deputy Sub-county and Ward Administrators proceed on compulsory leave with immediate effect, to allow for their evaluation in a process that would look into their skills suitability and possible re engagement. They were required to hand over to the County Secretary.2. Put on notice the Public Service Management Board, which he said had been adversely and regularly mentioned in recruitment malpractices including bribery, and sexual exploitation. 3) Set up a health task force to investigate the state of affairs in the sector with the aim of coming up with a recovery strategy, following "prolonged misery faced by people in the county due a dysfunctional health sector, where the medical staff are constantly on strike, lack of drugs in hospitals."They are expected to table their report in 30 days. The team will be headed by Prof James Tuitoek.4. Halted all procurement functions for a period of 30 days, to give an opportunity to clean up the Finance and Procurement system which he said had been infested with cartels who critically drained the county resources through payments for among others, non-delivered good, substandard deliveries, overpriced tenders, incomplete projects, bribery etc.  "The annual Wage Bill now stands at 5.4 billion and counting. In a county where so much needs to be done to improve the livelihoods of the people, this scenario is not at all acceptable."5.
