Bungoma Governor Ken Lusaka has been faulted for not putting into consideration the powers of residents in development agenda as stipulated in the Kenyan Constitution.
Speaking to media on Monday, Bungoma Township member of county Assembly Joseph Maguda claimed the budgeting process has been a problem in the county with very few efforts being put to ensure implementation.
"The problem we are having in this county is issues to do with budget process,we pass budget at the county level but then implementation becomes a problem, and I therefore call upon the executive of this county to ensure that budget process is fully implemented" said Maguda.
He added that most funds are taken to pay debts in the county as well as salaries of employees making it very difficult for implementation of development projects.
