Roba says that Raila is an enemy of development and does not have the interests of Kenyans at heart.
In an interview with People Daily, Roba warned Raila against inciting Kenyans.
He claimed that the NASA leader wants to create rifts between Kenyans and the Jubilee gverment.
"It is wrong for Raila to incite Kenyans not to go to work just to fulfil his political interests," he said asas quoted by the Star.
Governor Roba asked Kenyans to ignore Raila and report to their places of work.
On Sunday, Raila asked supporters to boycott work on Monday (today) in readiness for a major NASA announcement on Tuesday.
Raila lost the presidential election to president Uhuru Kenyatta.
The opposition leader has since disputed the results alleging rigging.
There has been a spate of violence in some parts of the country following the presidential result announcement that declared president Uhuru Kenyata the winner with over 8.2 million votedvotes against Raila's 6.8 million votes.
