Speaking during his inauguration on Wednesday, Kuti also vowed to end border conflicts and insecutiy in the county.
The Jubilee governor said that he will restore law and order in the county tha has often been hit with border conflict and banditry attacks.
Kuti noted that the region will acheive its development goals only if their is security and calmness.
"My first and key assignment will be to address the issue of insecurity that has hindered our development agenda,"he said as quoted by the Standard.
The Jubilee governor pledged to work and support the security measures by the national government in efforts to ensure permanent peaceful co-existence among locals.
The governor also pledged to improve the county's economic status through job creation, establishment of industries and empowerment of marginalised groups.
The governor urged residents to work with him assuring them of fairness and equality in resource allocation and distribution.
Governor Kuti also promised to work with other elected leaders.He appealed to county senator, MPs, woman representative and MCA's to support his adminstration for equitable development.
Governor Kuti's inauguration was attended by top leaders among them Garissa Township MP Aden Duale and Foreign Affairs Cabinet Secretary (CS) Ambassador Amina Mohamed.
