Governors have decried frequent cases of manipulation in the Integrated Financial Management System (IFMIS) and looting of public funds through the system.
Council of Governors chairman Peter Munya said there are cartel in the national government working with some of the officers in the Counties to manipulate and loot funds through IFMIS.
He said the system is prone to manipulation and should either be scrapped or be rectified.
"There is a lot of manipulation that is going on through IFMIS. We don't know if the system was brought so as people can steal funds or to prevent corruption. There are people in the national government who are working with others in the Counties to manipulate IFMIS and steal public funds," Munya said during the 2nd Intergovernmental Forum on Agriculture Sector in Mombasa, Tuesday.
He noted there was need for officials in both levels of governments to seat together and address the matter, to prevent more loss of funds.
"This will help us save Counties and the national government from rampant cases of corruption. It is either we address this or do away with IFMIS," he added.
Most of the corruption scandals in the country like the NYS, Afya House scam and the recent case in Kilifi, were allegedly transacted through IFMIS, rising questions over the credibility of the system.
