The Council of Governors has opposed the introduction of an online procurement system, terming it unrealistic and ineffective.
According to chair Peter Munya, the IFMIS system is characterized by many technical challenges which make it ineffective to operate.
Munya who speaking on Tuesday said the system has adversely affected some counties as they are unable to continue with their plans.
He said that a section of devolved units have experienced a total collapse of the system .
"Counties are having challenges with the IFMIS system at the moment and are not able to transact due to the collapse of the IFMIS structure," said Munya.
He cited Lamu County as one of the casualty.
"For instance, Lamu county only accesses the system for 15 minutes in a day noting that the approvals within the system are 26 steps to make a payment . The county is therefore not able to implement its plans," added Munya.
Marsabit and Kilifi counties are other areas with similar challenges coupled with weak internet connections in the areas.
The IFMIS system was introduced by the national government to ensure there was transparency in procurement.
