The Council of Governors (CoG) has written to Treasury Cabinet Secretary Henry Rotich over government's failure to disburse funds to counties.
CoG Chairman and Turkana Governor Josphat Nanok says most counties are now borrowing money from commercial banks to pay employees’ salaries.
“The continued delay and breach of the law has led to untold suffering for citizens and led to interrupted delivery of services and stalling of development projects," reads part of the letter to CS Rotich on October 10.
Governor Nanok said the situation was not sustainable.
“The purpose of this letter is, therefore, to inform you that legally the National Treasury is under obligation to release all the monies accrued for the past four months to the county governments..." said the governor.
Operations in the counties have been paralysed due to the delay in funds disbursement by the national government.
