In a press conference in Nairobi, after several arrests were made in line with the scandal on Monday, Haji faulted initial claims that prices might have been inflated by the suppliers to defraud the service, claiming that no deliveries were made at all.

He said that there were no procurement done before the close to 9 billion shillings was paid to the fraudulent companies, terming the revelation as proof enough to prosecute the suspects.

"There was no procurement whatsoever before the monies were paid out to the suppliers," said Haji.

"I am satisfied that the evidence before us is sufficient to warrant urgent prosecution against the involved parties," he added.

This comes only days after the embattled Youth Affairs Principal Secretary Lilian Omollo assured the nation that no money had been lost when she appeared before the parliamentary Public Accounts Committee (PAC) last week.

She has since been arrested alongside NYS Director General Richard Ndubai and other suspects said to have benefited in the scam.

The suspects are facing seven charges among them conspiracy to steal.
