Harambee Stars led group A with 8 points after collecting maximum points against Rwanda and Tanzania, and drawing two games against Libya and Zanzibar.

Zanzibar finished second in the group with 7 points after winning against Tanzania and Rwanda, drawing against Kenya and losing against Libya in the final match of group A.

In group B, defending champions Uganda topped the group with 5 points after registering a win over South Sudan, and drawing against Ethiopia and Burundi respectively.
