The Director of Public Prosecutions has recommended that Sports Cabinet Secretary Hassan Wario and his Principal Secretary Titus Ekai should face corruption charges over the Rio Olympic Games scandal.
Keriako Tobiko said in a letter to the Director of Criminal Investigations Ndegwa Muhoro that the two should be charged with abuse of office over the loss of about Sh200 million.
“The persons who should bear the greatest criminal culpability for authorising (or) approving the unlawful payments are the following; Dr Hassan Wario Arero — CS, Ministry of Sports, Culture and the Arts chaired the Steering Committee meeting (in) which the budget was presented, which had allowances which exceeded the SRC guidelines,” reads a letter by the DPP .
Ekai will also be charged for failing to point out that allowances paid to athletes who participated in the Olympic Games exceeded guidelines set by the Salaries and Remuneration Commission.
“Having attended the Steering Committee meeting, he (Ekai) should have pointed out and informed that the allowances exceeded SRC guidelines.”
The DPP also recommended prosecution of Haron Chebet, for failing to advise that the payments of allowances be stopped because they exceeded the SRC guidelines.
Chebet is the Authority to Incur Expenditure (AIE) holder and director of administration at the Sports Ministry.
