Police boss Joseph Boinnet has been summoned by the High court for failing to arrest Defence principal secretary Saitoti Torome.
High court judge Joseph Sergon said Boinnet should explain why Torome is a free man even after he disobeyed a court order.
Mr Torome’s ministry had been directed to pay Sh17.2 million to a family whose property had been taken by the State but his ministry did not comply with the order.
Sergon later ordered that Torome is jailed for failure to appear in court to mitigate despite being given an opportunity to do so but was released after 6 months.
