The Cabinet Secretary for Treasury Henry Rotich has explained why there is a delay in monthly disbursements to counties.This is despite the senate approving the cash disbursement on September 14, 2017.Among those affected due to the delay in the release of funds are students who rely on bursaries, employees working and counties and also normal operations have come to a standstill.According to a letter addressed to the Chairman Council of Governors, Josephat Nanok, dated October 5 , Rotich noted that the delay in the approval of the schedule was attributed to the August 8 general election."We received a letter from the Senate dated September 17, 2017 communicating Senate approval of the Schedule. We, however, noted that there were variances between the county allocations in the Schedule and those approved in the County Allocation of Revenue Act of 2017," said Rotich in the letter."As a result, we are unable to finalize the schedule for placement in the Kenya Gazette. We have written to the Senate seeking clarification and guidance on how we should proceed in light of the variances," the CS noted."In the meantime. the National Treasury will continue providing cash advances to county governments with low cash balances in the Central Bank of Kenya in order to ensure services are not disrupted. As we await guidance from the Senate, we urge county governments to be patient," Rotich added.
