Kisumu Governor Prof Anyang' Nyong'o made his contribution to the Council of Governors on the relationship between the senate and county governments during the governors and deputy governors induction workshop.Nyong'o's contribution also saw him share with his colleagues the lessons learnt in the devolution system of governance, challenges, gaps and recommendations for the next five years."I believe that together we can realize the dreams of all Kenyans and transform our country to greater heights of prosperity," he said, Friday while in Kwale.Earlier, he noted with great concern counties inability to attract highly qualified professionals due to the unattractive renumeration being offered for some of the jobs that would attract the professionals who are otherwise absorbed by parastatals. Prof Nyong'o urged the Salaries and Remuneration Commission (SRC) to look into the concerns to enable counties to attract highly professional staff. He decried the lack of skilled personnel especially in the Finance and Procurement Departments who he noted do not understand some acts/bills such as the Public Finance Management Act and Public Procurement Acts guiding their operations.According to him, the only way to get over such a scenario is through capacity building to make them aware of procedures guiding their work.
