The late Internal Security minister John Michuki was a man named on the wanted list at the Internatonal Crimiman  court for crimes against humanity.

But how did he not end up at the Hague?

According to leaked information from the office of the former ICC Prosecutor Luis Moreno Ocampo, Michuki was initially a high voltage target of Ocampo in the introductory phases of investigations.

An investigative plan by Ocampo's office between April and June of 2010 indicates that two of his deputies were rooting for inclusion of Michuki in the post-election violence “wanted” list.

The OTPs to other major targets were President Uhuru Kenyatta and Deputy President Uhuru Kenyatta.

This  is according to documents obtained by Mediapart and analysed by European Investigative Collaborations (EIC) as revealed by the Standard.

“If we get him (Michuki), we include police without a specific, linking him to PNU through extra-judicial killings,” said Ocampo’s deputy Beatrice Le Fraper in an internal communication.

Later in December the same year, Michuki was however dropped from the ICC list unveiled by Ocampo and his fate taken by the then Police Commissioner Maj-Gen Hussein Ali. 

But Ali's cases did not go far. They were later dropped before a trial could be ordered.
