Former Premier Raila Odinga arrived in Kakamega for the 5th Devolution Conference, flanked by several ODM party leaders.

Accompanied by host Governor Wycliffe Oparanya and ODM deputy party leader Mombasa Governor Ali Hassan Joho, Raila went across Kakamega streets waving to residents as they shouted his name.

The vehicle carrying Joho car followed Raila's as he (Raila) was being driven alongside Oparanya, who is also ODM deputy governor.

The leaders addressed residents in Kakamega town before heading to Kakamega School for the conference.

Joho had confirmed his participation in the annual event, even as Mombasa County was represented on Tuesday by his Deputy, Dr William Kingi.

At the conference, Odinga called on county governments to work harmoniously with their county assemblies to hasten the gains devolution.

He reiterated the need for smooth relations between the Executive and Legislative arms at the county level. 

He said continued supremacy battles between the two arms is compromising service delivery as some counties struggle to have important bills and motions passed in the assemblies. 

The former premier said the pay policy should also be streamlined to encourage qualified personnel and expertise to work in the counties.

He cautioned both the national and county governments against engaging in corruption adding that the vice can easily erode the tremendous gains realised by devolution.
